ICSP is a unique program where student recipients provide valuable cross-cultural exchange opportunities for our university and the local community. This program is vital to our mission of global education.
International Cultural Service Program brings together a selected group of University of Oregon international students to provide Eugene, Springfield and surrounding communities with valuable global education and cross-cultural exchange opportunities. Participants provide cultural and educational services to the community in return for scholarship assistance. Services typically include in-person or virtual presentations about aspects of their home culture on campus and to community groups such as K-12 schools, elder care settings and other community organizations.
The program was created by the Oregon State Board of Higher Education in 1982, and is currently funded by the University of Oregon with internal fee remission resources provided by the Office of Student Financial Aid and Scholarships, and administered by the International Student and Scholar Services unit in the Division of Global Engagement.

Offered Benefits
Selected ICSP students receive a partial tuition-waiver scholarship. The ICSP scholarship is renewable each year to completion of a UO degree, provided the student follows the requirements of the ICSP program.
Application Process
Current UO Students
- Log in to the UO Scholarship Dashboard and submit the General Application, ISSS Endowed Scholarships Application and the ICSP Scholarship Application.
- All applications and Reference Letters must be submitted by February 16, 2024 by 4 p.m. (PST).
Incoming freshmen and new transfer, new graduate and new post baccalaureate applicants
- YOUR FIRST STEP: You must apply for Admission to the University of Oregon before you can apply for scholarships.
- Watch your email for an invitation to enter the UO Scholarship Dashboard. This happens within a week of submitting your application for admissions.
- Log in to the UO Scholarship Dashboard and submit the General Application, ISSS Endowed Scholarships Application and the ICSP Scholarship Application. You must apply for admission prior to this step.
- All applications and Reference Letters must be submitted by February 16, 2024 by 4 p.m. (PST).
