The Ministry of Higher Education (MES) offers scholarships to international students for Master's or Doctoral studies, postdoctoral internships and for short research or professional development stays. These excellence scholarships aim to support the internationalization of research activities in Quebec's higher education institutions in order to attract the best international students. This program, administered by the Fonds québécois de la recherche sur la nature et les technologies (FRQNT), is divided into four components.

- Master's scholarships worth $20,000 per year for a maximum duration of 2 years.
- Doctoral scholarships worth $25,000 per year for a maximum duration of 4 years.
- Postdoctoral fellowships worth $35,000 for one year , non-renewable.
- Scholarships for university students or researchers worth $3,000 per month for a maximum period of 4 months.
